What does a FORS requirement change operationally?
A FORS requirement adds an accreditation and evidence check to normal transport planning. The booking should identify the minimum FORS level, vehicle class, driver training or project-specific conditions and any portal registration. FORS does not replace site rules, risk assessment, operator licensing or legal roadworthiness duties.

Which site controls still need separate confirmation?
Construction and infrastructure sites may impose delivery slots, approved routes, holding areas, PPE, banksman rules and vehicle restrictions beyond FORS. Procurement teams should issue the latest logistics plan with the booking. The transport desk must confirm that vehicle, driver and arrival instructions match the project requirements before dispatch.
